Californians are talking about the prospects for an El Nino event this winter and pinning many hopes on it to replenish surface and groudnwater supplies drained by four years of drought. But El Nino is a complex and fickle phenomenon that correlates only loosely with extreme precipitation in many parts of California. 

The hardest-learned lesson in flood management is that the most effective actions after a disaster are the ones planned ahead of time, when skies were blue and feet were dry. Now is the time to plan for how California will respond to El Nino.
